Crank Arms

Can a tall person compensate for a 2 cm too small bike frame by using longer crank arms or other components.?
I’m 6’5″ and its hard to find a bike frame in my size. My inseam is 38 inches roughly and I’m in need of a bike but everything I see in a frame for my correct size is a vintage one, or would take even more money to get it up to spec.
Cost is very important and at this point the most I can afford is a $300 BD bke.
specialized, trek, giant make frames in your size. marinoni will make one for you custom fit. increase stem length so that hdlbar covers front hub when seated. use a back swept seatpost. look for a 46-48cm wide bar. but most important will to be set-up into correct position. for this i would go to a shop and have service set you up. you want top of shin to ball of foot to pedal spindle in line as well as seat height and stem/bar height/ length.
