There is no right nor wrong way to fish a Texas-rigged worm.
How the fish react will tell you the best retrieve.
The slight lift & fall retrieve is probably the most common. But if the fish don’t hit on that, vary it and see what happens.
The shaking technique basically keeps the worm in one place, but has it moving. This seems to simulate something edible, but in trouble—an amost sure-fire trigger for bass.
One time, in Florida, nothing seemed to work. Then we hit on a sliding action. Basically, you crawl the worm along the bottom, with no lift. That day the fish couldn’t resist it.
Still another technique, particularly in colder weather, is a variation of Carolina rigging. Use a Texas rig, and cast it so it actually hit standing timber with some force. Leave enough slack so the worm drops down the trunk. Bass most often hit this one on the drop, so stay alert.
Best bet is to continue with the method you are using. If nothing happens, vary the retrieve. If still nothing, switch to another bait.
